Don't go on feelings... It sounds kinda hokey, but it is true.
According to the Bible (Acts chapter 10) during the account of the gospel being preached to Cornelius, they knew that they had received the Holy Ghost because they heard them speaking in another language.
The ones that were with Peter when he was preaching acknowledged that they had "received" the "gift of the Holy Ghost" because they recognized the glossolalia (speaking in tongues) that comes with the Holy Ghost.
Here are the specific scriptures in the KJV:
Acts 10
44)While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
45)And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
46)For they heard them speak with tongues, and magnify God. Then answered Peter,
47)Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?
48)And he commanded them to be baptized in the name of the Lord. Then prayed they him to tarry certain days.

I'm thinking of Galatations 5, where it talks about the fruits of the spirit being peace, love, etc.
The ability to tell when the Holy Ghost is communicating with you is one of the most important abilities a person can develop. When I feel the spirit, I feel a clarity in my mind, and sense of peace and warmth in my heart. The more I follow those feelings, the easier they have become to identify.
Try praying, and asking God to help you know what it feels like, He can help you develop this ability better than anyone.

The Holy Ghost feels AWSOME!!!!! To know if you've gotten it, you have to be saved. And to get saved, you need to #1: Pray
#2: Ask Jesus for forgiveness of your sins(bad things)
#3: You have to realize that you're a sinner untill you get saved
#4: Then your life will change

The way that you know you have the Holy Spirit is by the fruits of the Holy Spirit found in Galations 5. If you have accepted Christ as your Savior, the Holy Spirit has already come to live in your life. The evidence of His presence is the fruits of the Spirit e.g. love, joy, peace, etc...

It feels like ants running up & down your skin. Anybody can easily generate it by hold your breath for as long as possible (DON'T CHOKE YOURSELF, IT'S DANGEROUS!) and the lack of oxygen will have the same effect.
