Heaven and earth shall pass away, but the Word of God shall endure forever. This current heaven and this current earth shall pass away. They will be immediately replaced by a new heaven and a new earth, and it will happen so quickly that no one will notice. Those in heaven will still be in heaven when this heaven passes away. It's like tearing down your home and rebuilding it. You build a new home at the exact same spot that your old home stood on, but during the time that you are tearing down your old home, you still live at that address. Hell will stay the same. Hell will still be in existence.

Revelation speaks of a new heaven established on a new earth. Jesus said "Look I have made all things new" so when it comes time to re-establish his kingdom here it will all be brand new. Some people believe your soul is in a state of unconciousness waiting for the establishment of the new earth and Heaven. I believe that those already with the Lord are going to go with him.
The context of that verse you speak of really is to illustrates that what Jesus say and the words of scripture will endure for all time. It's been well over 2000 years and people still can not disprove the legitamacy of the scriptures and it still applies to us today. Maybe not the coveting neighbors oxen, but to know that be jealous of anyone else possession is sinful. The culture has changed but the hearts and nature of mankind have not.
I have a feeling and this is in no way supported that hell is going to be this earth now just with God's presence removed. Hell is a place of punishment for Satan and his demons, so it's not he's going to be running the joint.

Heaven and Earth shall pass away is figurative language, followed by there will be a NEW heavens and a NEW Earth, also figurative language denoting the end of this current system of things that has been allowed to continue for several thousands of years under the control of Satan and his hordes. Number 2 is that dead people don't go to heaven unless they are specifically called there. The vast majority of people that have died are just that.....DEAD. They are awaiting the resurrection hope that Christ Jesus came here to provide. If you would read your Bible you will find that the Earth is going to be here for ever and ever, and inhabited by perfect HUMANS. Which was the original plan that Almighty God had for us in the beginning.

The Bible speaks of only a small number of 144,000 that go to heaven. They go woth the express purpose of ruling God's already established kingdom with Jesus Christ as appointed king. Everyone else is simply asleep in death, also referred to as Sheol or Hades in the original bible texts. This just means the common grave of mankind- not a literal place. Read the scripture at Genesis 3:19. It clearly states that when men die they will 'return to dust'; there is no mention of a fiery hell. Also at
Ecclesiastes 9:5 we are assured that 'the dead are conscious of nothing at all.' It is just like a deep sleep. So fear not about being tortured for eternity in a burning hell. Is that something a god of love would do? (1 John 4:8) The next time Jehovah's Witnesses come by for a visit let them in and ask them your very serious questions.

There are three heavens, the immediate heavens and clouds bthat you can see when you look up in the sky, the celestial heavens of space and God's heaven where God dwells. The immediate heavens and the surface of the earth will be cleansed of sin and pass away as we know them. The third heaven (God's heaven), where dwells the souls/spirit of all those who know Jesus Christ as their personal Lord and Savior from all their sins, will not be be destroyed. Hell will not be destroyed.

It says in Revelations that God will make a new earth and will put everybody thats in heaven now on the new earth. When he comes and destroys this earth. Thats where you get the heaven on earth thing from
