Matthew's intended audience for his gospel was the Jewish people. That is why Matthew mentions that Jesus did certain things to fulfill Old Testament prophecies.

matthew was written by Levi the tax collector to the Jews in jeruselem. He wrote it to show them that Jesus was the Messiah that they have been waiting for.
