Not really, it will most likely bulge over the top. If you really want to make your stomach look flat, then get one of those body slimmer things. They are kind of like nylons that go from your stomach to your theighs and they help to make the stomach look flater.

No. All this does is to facilitate an increase in body heat around the covered area. The belief is body temp. increase = fat burn increase in that region. The results = not so much.
Put together a healthy diet/exercise regimen. No belts, pills, or surgeries have as good an effect on your body as eating healthy and exercise.
One thing that I suggest to a lot of people, put together a small list of sports/activities that you like to do. Create a combination of those activities to keep it fresh. IE, if someone likes pick up bball, play a game in the AM and take a jog or walk in the PM.

If you're talked about a fashion belt, like the type it's fashionable to wear over long shirts, it will make your stomach flat...but look wider. If you have a large waist, it will emphasize how wide it is. If you want to conceal your stomach fat, wear clothes that aren't tight and don't hug the waist. However, if you have an hourglass shape or have a large chest, a belt can be flattering because it'll make your chest look bigger than your waist.

all a belt like that will do is make your stomach muscles lazy and let your gut hang out further whenever you take the belt off.
Tummy crunches are a great way to strengthen your abdominal muscles so they support both your front and your spine.
The following is an excellent description of the proper way to do the exercise.

It’s Friday brunch time and you just can’t stop going back regarding seconds. But hang on! Stop to get a minute and suck on an additional strong mint. The flavour will probably put you off that next plate of chicken korma/roast beef/sushi medley.

Music allows you to eat more. According to a report by the journal Psychology and Marketing, soft, classical tunes encourage you to take time over your dinner, so you consume more food. So, switch off – silence will make you more aware of what you’re applying your mouth.
