Matthew wrote the book bearing his name:

While the Gospel credited to Matthew does not name him as the writer, the overwhelming testimony of early church historians stamps him as such. Perhaps no ancient book has its writer more clearly and unanimously established than the book of Matthew. From as far back as Papias of Hierapolis (early second century C.E.) onward, we have a line of early witnesses to the fact that Matthew wrote this Gospel and that it is an authentic part of the Word of God. McClintock and Strong’s Cyclopedia states: “Passages from Matthew are quoted by Justin Martyr, by the author of the letter to Diognetus (see in Otto’s Justin Martyr, vol. ii), by Hegesippus, Irenæus, Tatian, Athenagoras, Theophilus, Clement, Tertullian, and Origen. It is not merely from the matter, but the manner of the quotations, from the calm appeal as to a settled authority, from the absence of all hints of doubt, that we regard it as proved that the book we possess had not been the subject of any sudden change.” The fact that Matthew was an apostle and, as such, had God’s spirit upon him assures that what he wrote would be a faithful record.

Matthew 14:22 shows that Jesus' disciples were on the boat, which would have included Matthew, therefore it would be logical that Matthew being an eye witness, wrote about his own experience.

Matthew, one of the 12 Disciples, wrote the book of Matthew. You will find it in Matthew 14:22-34. It is also told in Mark 6:45-53 and in John 6:15-21

Authorship of the gospels is constantly under discussion as new documents are discovered and analysis is improved. For example, wiki says:

"Although the document is internally anonymous, the authorship of this Gospel is traditionally ascribed to St. Matthew, a tax collector who became an Apostle of Jesus. The early church fathers were unanimous in this view. Results of modern critical scholarship, however, have departed from that tradition, with the vast majority of experts agreeing Matthew the Apostle could not have written the Gospel which today bears his name."

And while the author (if its Matthew) writes about the walking on water, it doesn't necessarily mean he witnessed it, since the gospels were written often years after the events, from oral tradition.

Each of the Gospel accounts of the life of Christ was authored by the person whose name the book bears. Hence the Gospel of Matthew was written by Matthew (called Levi in Luke 5:27). As such it is a first-person account of Matthew's interpretation of what happened so he tells the story of Jesus walking on the water.

The book of Matthew was supposedly written by Matthew... it would be Matthew telling the story. Matthew 14:28

None of the apostles wrote the gospels, the main writer who wrote the first gospel about 40 years after it all happened is known as Q, since they don't have a name. The other gospels were knock offs of the first writing by other writers. A&E has an excellent DVD out called "Who Wrote the Bible". If you really want an excellent in depth answer, rent it and watch.

It is generally accepted that Matthew wrote the gospel of Matthew and was an eyewitness to most if not all the events depicted.
