It won't take long for it to fail. If this is not in a vehicle, it is easy to get a cheap 12 volt source to run it.

Use of 18 Volts DC on a 12 Volt DC device will certainly burt it out. This will probably happen quickly also. 12 Volt devices are usually spec'd to handle up to 14.5 or 14.7 volts DC which is the normal charging status of an automobile electrical system. Voltages higher than that are hazardous to the voltage rated components inside the radio or electronic device. Capacitors insulated for 20 volts may be subject to early failure. Regulator chips and supporting components will try to operate way beyond their designed wattage and voltage ratings causing failure.
Use the proper DC source for your device.

Your CB should have an internal fuse that would blow before any damage to the CB circuitry occurred. At least in theory.
