Because it first originated in Hamburg Germany...and when they first made these sandwiches...they were RAW! But through time, people started cooking them because of the bacteria that animals carry in their systems.

I have actually had a hamburger made with ham, it was delicious and I prefer it to beefburgers. It was in Cyprus I think, feel free to correct me if I'm wrong. Someone's bound to on here.
