Has she tried applying for a regular credit card and been turned down?

If she needs a major CC and cannot get one, she should be able to get a secured card through any major bank. She will have to put some money down on it and that "down payment" normally will be her credit limit.

Otherwise, when I was rebuilding my credit and had this problem, I started with a store card (Target works well for this) and worked my way up from there.

Once you have a card, don't abuse it, and pay it off as soon as you can. It builds your credit and they will give larger credit lines quicker.

Why do you feel like your daugther NEEDS a credit card? If she has blemished credit why give her a card that's most likely going to get her deeper into debt?

The BEST thing you can do is to help your daughter learn how to manage money. Believe it or not, you can live today without a credit card.

Go with Scott's answer, but if you must get a credit card, make it the type plaiddolphin suggested - the "secured credit limit" kind. I did that myself, and now I can't stop getting new offers!
