My advice is to speak to a lawyer and the best, most inexpensive way to do this is through Pre-Paid Legal Services. For more information visit the website below, and feel free to contact me through that site if you have further questions on how this service may be able to help you. I encourage you to find out what your rights and options are in this situation.

I wish you the best of luck.

Your friend did nothing wrong. The "invitation" is really only a means of assuring the consular officers at the American Interests Section in Havana that she will be responsible for supporting her and making sure she goes back. However, it is not a sworn statement and she can not be held liable for its contents.

The important thing in the whole process is for her mother to demonstrate substantial ties to Cuba. For all visas issuing out of Havana, the applicants are absolutely required to show these ties (generally any documents evidencing she has a life in Cuba that she has no intention of abandoning). A word of forewarning, however, is that not many visa application are approved in Havana, so she might not be able to get here anyway.

Good luck with it all!

When did she send the invitation? Bush JUST relaxed or is in the process of relaxing immigration rules regarding immediate family in Cuba, due to the situation there. Try asking if that changes anything.

All she needs is a sponsor ... it doesn't have to be you, but someone who signs a paper and can prove with tax forms or salary slips etc. that he/she has sufficient funds to be financially responsible for her while she's here ... all legal immigrants or visitors have to do the same ...

maybe she should have checked all this out BEFORE sending an invitation. She's not in charge of this country, and doesnt make the rules....she only has to abide by them

Why didn't he sign it? Her mom messed up. He should've signed it if he was going to be over her.
