Let's say a guy and a girl like each other. It's so obvious in the way they flirt with each other and stare at each other all day. Yet he never asks her out or tries to get to know her better. What could possibly be the reasons behind his attitude?

He lacks confidence and is afraid he'll do something dorky if they do go out.
He thinks she's out of his league.
One of his friends likes the same girl and the friend "saw her first."
He knows his friends will give him a hard time about anyone he asks out.

well in my own experience it could be due to him being afraid thinking that she might not want a relationship and just wants to be friends and that being in a relationship could end the friendship

have you ever thought of asking him out?
he'll feel more confident and after that he will be asking you out
