Technally yes.

There are plenty of observant Jews who smoke, but it is really something that is prohibited. I think that is wrong to start smoking but if someone were to be a smoker it is understandable for him to continue to smoke, but he should try to quit.
The problem is there are so many things for people to work on about them selves that smoking isn't always a top priority.

Oh and kosher doesn't need to have a Rabbi bless the product it is just that a Rabbi needs to observe the prosses of makeing the product so they can make sure no milk or meat was mixed and that no unkosher food was mixed in.

Never heard of a Rabi blesssing cigarettes but theres a first time for everything right?

They're not food, thus the laws of kashrus don't apply to them.

On the side, there is a disagreement in the jewish community as to whether one is allowed to smoke them since they're not healthy.

No smoking is a sin, and is gluttony, and it isn't kosher.
