Everyone has a spiritual side. One can tap into their spirituality without necessarily belonging to a church. If we follow the notion that the word "religious" connotates the western Christian/Judeo/Islamic dogmas, then an example of being spiritual without those beliefs would be the American Indians.
Their ancient communion with nature and ancestor spirits indeed made them very spiritual people.
But you get my drift.

Example: I am a Baptist but I am not a Baptist because I choose to follow a religion. It is because it is the religion that states what I believe from the Bible. I am a follower of Jesus Christ not a follower of Baptist. It is about my faith not about my religion.
It depends on the person saying it as to what they mean by this saying. Some maybe trying to say what I just said above and others may be saying it in a prideful way.
I have not arrived and will not until God changes me but like I said I don't follow a religion but what I know in my spirit to be the truth.

I can't tell you what it means to the person who said it to you, but I consider myself more spiritual and not religious. To me it means that you don't get hung up into ritualism and liberalistic attributes that are associated with organized religion. For instance...for some, it's confessing your sins to a priest for absolution. Well...it is my belief that I can go straight to God and not use anyone in between. I don't believe they have the power to forgive sins. Only God can do that and if I can go straight to Him well... Just an example.

It means that they listen more to their own inner spiritual guidance that they know comes from God within and less to the outer religious authority of the thoughts of other people, especially the people who are leaders in religiously controlling other people's behavior.

Religion is self-righteousness, which gets a person no where. There are a lot of religious people in hell. Spirituality is a personal relationship with God, which is what God wants for every person. Jesus loves you.

religion is the human effort to obey God, through a set standard of behavior, Spirituality is the relationship between that person and God, I strive to be spiritual, not religious. Religiosity lends us to discrimination, segregation, comparing ourselves with others, and trying to earn salvation rather than recieving it as a gift.

It means that they are focused on the relationship they have with god, as they understand god, than following the tenets of any man made religion. They can be of any faith and no they don't believe in ghosts....some do, but that is yet another horrible generalization.
