Are you being sincere when you give the compliment?

If it's ment with sincerity then there's no reason why a person shouldn't graciously accept.

Some people are not comfortable with compliments, often they are shy or just not used to all of the attention. Some will suspect an ulterior motive. But I think it's polite to thank somebody when they say something nice about you and they mean it.

If you are trying to establish a comfortable and respectful relationship with the other person then yes, definately. But try and make it a personal compliment like how you like the way they did their hair or something as this will mean more.

I compliment people that I just met and vice-versa....People are always gracious and I always accept compliments if they are given to me. That's only polite and she will probably be flattered as long as it was done in a respectful way.

It depends. Maybe a small compliment would be in order, but say it only once and make sure you are giving a small compliment. Something like "I like that shirt" or "I like your hair" or something like that. Try not to say anything like "You are very beautiful" or anything like that, at least not for a very long time.

If your compliment is genuine, then yes, offer it. A person of character will accept it graciously and, if attracted to you, will gently open the lines of communication.i

Only if it is a truly sincere compliment. Girls can see through B.S. a lot of the time. Plus we're naturally skeptical of strange men hitting on us.

Why not. Compliments are always nice. If you feel like you want to tell someone something nice, then you should do it, don't hold back.
