In my state you are supposed to have a white flag tied in the middle of the tow strap, chain, etc. In some states, you are required to have the chain run through a pipe.

no. You must have a fixed attachment to the vehicle that keeps the towee from slamming into the tow vehicle.

In most states yes. You should rent a tow bar. The vehicle has to have a rigid bar so it won't sway and will stop when you stop your vehicle. Safer too.

maybe if you had safety chains also and not going a far distance. but you might want to check with your local Dept. of Transportation. Each state varies with their laws of towing.

It depends on what state you are in, but usually it is, unless it is actually locked in place so it cant like swerve or anything. Also, it depends where you are driving it to... if you are on a highway, i wouldnt advise it, but if you are just on back roads then you could probably get away with it.
