Go to this link:
http://www.akc.org/breeds/clumber_spaniel/index.cfm
Along the left side of the page, you will see the heading "Breed Contacts". There, you will find links to the Clumber Spaniel National Breed Club, Breeder Referrals, Classifieds, and Rescues.
If it's a fully-registered male you are looking for, I can understand why you are having trouble finding one. Most responsible breeders will not allow their puppies to be used for breeding and therefore will either require you to sign a neuter contract or give the puppy "Limited" registration. (That means he can't be used for breeding, even though they are still officially registered with the AKC...)
That link will give you all of the information you need to find a responsible breeder and a happy, healthy Clumber puppy. Still, make sure you ask a lot of questions, call references, and meet the parents! Best of luck to you!

How can you POSSIBLY have been "looking" for*3* years???
The breed isn't common but,really...they're out there.
Check w/the national/parent club!!!
Contact your local(county) kennel club.
YOU will be un-likey to "pick" a pup.The breeder knows WAY more/better than you which pup is most suitable for *your* situation.

Go to your local shelter. Provide a home for a dog that REALLY needs a home.
