No, if anything it will make you temporarily a few milimeters shorter by compacting the disks of cartiledge(sp?) between your vertabrae. Stretching after waking up will help you be taller too but...alas, only temporarily. To be taller, hanging upside down from a bar for 30 minutes or so may help but, of course, it's temporary.....if you're female, make sure you're getting plenty of calcium in your diet. Notice elderly women who are stooped over - they're permanently shorter because of microscopic fractrures in their vertabrae - osteoporosis(sp?). Take a balanced multivitamin for Women too.

Unfortunately, skipping ropes will not make you any taller than you are. However at 17 you have a potential year or two of growth left, so hang in there.
