It comes from the Egyptians. From July 20th and August 25th, the sun arises besides Sirius, in the constelation Canis Major (The Great Dog).

i believe it came from old europe. pre-rennaisance, since a similar phrase is used by shakespere in romeo and juliet. it refers to the time of summer when it is so hot only the dogs are out and about during the height os the day, and even then it is just to lay about in whatever shade they can find

It's started to represent the how people when over heated become lazy...and don't want to do much....it started in the more Southern hotter states.
