Puppies live to be from 12-16 years old. Do you know how long you will be living in your parent's home? Do you plan to go to college or get married? Do you know where you will be in 15 years, when the old dog is needing very special care?
Your parents know that they are apt to get stuck with the dog when you have moved out, so it is really up to them to make the decision about whether they want the care and expense of a dog for its entire lifetime, even if you are the primary caretaker of it as a puppy.
If you can convince them that THEY really want or need the dog, then go for it!

What are his reasons. If its because he doesn't think you can care for a dog show him that you can. Go to your local petsmart and talk to their rescue. They are always looking for fosters for their homeless pets. Usually its a week between each adoption event and if a pet doesn't get adopted it will need someplace to go until the next adoption.
You can even show him how responsible you are and what a concerned citizen about homeless pets in your area that when you take your foster dog to the next adoption you can help tell possible adopters all about him and what type of family he needs.
I assure you you will have fun and you and your family may decide this is something you really enjoy doing. This way you are not "buying" a dog you are just helping each one find a home and there is sure to be one that comes along that the entire family just can not let go.

You show responsibility in the rest of the areas of your life. Try to be obedient, unless they ask you to do something illegal or immoral, keep your room clean, do whatever chores they ask you to do without complaining, and at the same time, keep your grades up.
There are other factors you might consider, do you even have room for a dog? Do your parents have the money to properly take care of a dog? What about if you live in a rental - maybe they aren't allowed. A pet is a commitment, like a kid, you shouldn't get one and then just throw it out when you are tired of it. They are defenseless, they can't take care of themselves. But if you do get one, I hope you are a kind loving "pet-parent." Good luck on getting one. They are wonderful.

show him that you are a responsible person. The reason he
might not want a dog is because he might not want you to go
through the emotional pain if he dies. Or he just doesn't want to
pick up after him or take him on walks. Use the guilt method on
him and tell him that it would be a chance to learn about
resposibility. If you are old enough, get a part time job somewhere so you can pay for medications and such.

Tell him you will take care of it.
Ask him if he had a dog if he was a kid, and use the guilt trip method.
Tell him you will only get a well behaved dog.
If not, settle for a rabbit, those are cool!

Show him that you are responsible enough to take care of one. If you are old enough get a part time job, do that, so you can earn money to buy it toys, food, and vaccinations.
