Paul Mitchell has great styling gels. Paul Mitchell Super Sculpt will work really well for the way you want your hair styled. It holds, and you will maintain the WET look! Walgreens doesn't carry it, but now, most Target stores sell Paul Mitchell products. You can definitely find it at your local beauty supply though.

I used to like my hair looking wet, and I used LA Looks (blue colored gel, for about $3-4---probably can find it at Walgreens, but I go to Wal-Mart) on WET hair, scrunched it, and it dried looking very wet and curly.
Hope this helped!

Try wax based products. Paul Mitchell Wax works, LA Looks has a wax product in a blue can. Just be warned that too much wax and it'll just look greasy.

Generally you need something oily/waxy to keep that wet sort of look and feel. Not sure if that's what you really want.
