A lot of cemeteries are run by/set up as a trust - where the funds to maintain are placed in the trust, and the income from the investment of those funds are used for maintenance costs.

Depends on area/location.
In some areas, once full, it can go to taxpayers.
In most areas though cementaries have so much extra land it can be many years before thats an issue.
There are some that start double stacking graves..
And some do that by default. (most dont0.
My own choice for cementary has room for at least another 100,000 people... They own both their originial area and all the land between them and their nextdoor neighbor (a funeral home).
And they are barely 50% after 100years.
My father n law's place though is 80% full but the town is very tiny and owns unused land next door.

no one. when it fills up they dig 'em up oldest to newest and recycle the ground.
