i know its used to describe something as being good or the best but why the dogs bollocks ?

It comes from the phrase "That takes some licking" meaning "that is cool/good". So, like the dog's bollocks, that takes some licking.

It means it's great,the best,fantastic, had a good time, something along those lines my friend.
As in "Got a new car,John"? "Oh,yes, it's the dogs bollocks"!

a man at his posh G/F's house, the dog is licking it's testicles
