Regular brisk walking, taking long strides, on real road or sidewalk, at least 3 miles a day, five days a week. It won't happen overnight.
First stretching is essential, as you probably know from weight training. A good one is to sit with legs as far apart as possible, put both hands on a foot and bend slowly to bring your head to your knee as far as you can. Hold for as many seconds as you can. Do this several times on each side.
Whatever you are doing for cardio (whatever that means), if it is on a soft surface, it won't have the same effect to streamline as has impact on a hard surface. The walking can replace the gym cardio.
Here is another exercise, also for 5 days weekly. But you have to gage your tendon and ligament strength, so start slowly. Get on hands and knees, lift your leg straight out to the side just high enough to be parallel to the ground, then lower the leg. Repeat on each side at least five times, working up to at least 15 or as many reps till failure.
All of these must be worked up slowly. Even if you feel your current level of conditioning is above par, each new exercise has its new unused area of body connections.

I think your doing all you can do! Eating right and exercise. Genetics play a big part and we are all prone to having a larger something. Even if we lose weght, that area will still be "larger". If you can't change it, you might just have to accept it and learn to love yourself, flaws and all. You might want to use less weight on leg excersises also, though I don't know how much you lift. Building muscle will just add more thickness to your legs. Try lighter weights, more reps if you are using heavy weights at this point in time.

Lose a little more fat and do lunges and squats. Diets do not work. 99% of people gain the weight back. Here is how it works. No one teaches the animal what to eat and what not to eat. He knows instinctively what to eat. Humans also have the same instinct. The way it works is just eat whatever tastes good and that will be healthy for you and non-fattening. That is why a baby tastes everything. So again whatever tastes good, is good for you. This is why you will spit out spoiled milk.
But wait!!! Man has the technology to create rat poison. It tastes like healthy food (good taste) but kills the rat. So man has done that to you. Note- any food unaltered by man (uncooked) that tastes good, is good for you. So if you are stranded in the woods, that is how you know what to eat (cooking changes that). So man has created fake fruit. It tastes like fruit that exists in nature but it is terrrible for health, addictive and fattening called sweets.
So it is natural to like real sweets called fruit, like a baby does, but they have fooled you just like the rat. But they do not want to kill you. They want you to become obese so you will buy lots of their foods. This is called GOOD BUSINESS. People gain weight different. You gain it in your thighs, so you just do what people do to lose weight. Diet, excercise, all that fun stuff.
