The Holy Ghost comes into your heart and life when you accept Jesus. He comes in all His fullness.
There are no "levels" of indwelling, but it may appear that way, because each individual allows the Spirit to rule him to a greater or less extent.

Absolutely. Depending on our righteousness and worthiness different portions of the Spirit abide with us. The indwelling/filling of the Holy Ghost is dependent upon our actions and the Priesthood Authority which has given the Holy Ghost.

No....The Holy Ghost fills all to capacity & more, the differences come in the gifts He gives to each, how we allow The Spirit to flow through us, and how we use (or hide) the gifts we are given.
