Whiskey has a higher alcohol content than beer (1.0 fl oz has 9.3g of ethyl alcohol) Since alcohol freezes at -173 degrees Fahrenheit we are unlikely to see whiskey freeze. Beer has a lower alcohol content (1.0 fl oz has 1.1g of ethyl alcohol) so it really does not freeze completely either The water in the beer, however will freeze at 32 degrees Fahrenheit.

I see others have beaten me to the answer.. basically that alcohol has a lower freezing point than water and as whiskey is approx 40% alcohol and beer only about 5% this is the reason. It is also the reason that whiskey burns when poured on a fire and beer does not. Although this is a shocking waste of whiskey it can be fun when drunk and is also a very quick facial hair remover for all people out there who want rid of you eyebrows

Water freezes at 0 degrees centigrade. Beer will freeze at a lower temperature than 0 degrees centigrade due to the alcohol and impurities present which give it a lower freezing (or melting point). Whisky (or whiskey), has an even lower freezing point due to the higher alcohol content.
So the direct answer is that they both freeze, but at different temperatures.
If your whisky is frozen, then it is probably not a good time to be drinking whisky (due to the risk of hypothermia).

Beer has a much higher water content, and a much lower alcohol content than whisky. It is the water in beer that freezes (at 0 degrees centigrade). Whisky will freeze: you just need it to get to a much much lower temperature (-117 degrees centigrade).

There is more water in beer so it freezes easier. Whiskey does freeze, it just has to be colder.

The amount of alcohol in hard liquor requires a munch colder temperature to freeze it. Anything will freeze if you get it cold enough.

It will freeze but at a lower temperature than any domestic freezer can go. Increased alcohol percentages means lower freezing points. :)
