Were they joint accounts or in her name only?

If they were joint accounts, he is responsible for paying them.

If they were in her name only, the estate is responsible. If she had no assets or life insurance, then the bills do not get paid and the company takes a hit.

I'm sorry about your mom.

Your mother's estate is liable for her debts. The executor of her will, or her estate has the fiduciary responsibility to notify all indebted of her death, and to settle the accounts. If your father was the executor, then he is responsible for any outstanding debts not paid by her estate. If he is not the executor, then he is not personnaly responsible for her debts, unless he co-signed on those debts. (Like a mortgage, for example).

Maybe. Any debts that occur during a marriage are shared. But it may depend on if it was soley her card, or if both the names were on the account.
