No. Lets not forget that there are millions of people here who are here legally who don't speak much, if any, English. They're green card holders and there is no requirement that an applicant for a green card speak English.
Something else. If you were born here but don't have a passport, what proof do you carry with you that you are a citizen? Most people I know don't carry their birth certificate with them.

No you cannot tell who undocumented person and a legal resident is by just observation.. many immigrants esp from same country will more than likely bear the same qualities in the eye of the beholder.. It is racism to judge people by their appearances.

Most American Citizens do speak English having gone through the school system here. If you mean can I tell someone with a non-forged green card from one with a phony, I cannot.

A DL with NO vehicle title
No DL but, A vehicle title (stolen) or (borrowing)
No insurance (car) {because you can't have a title on a car with no insurance}.
No government file on record.
and 9 times out of 10 they don't speak English... and if they do, it's a heavy accent, and little English.
And.... if they break more than 5 rules of the road in less than a minute.

Well, some honestly are pretty obvious as likely illegal, now that I look, since their English is really non-existent, and they have a very different manner, and are clearly so poor they would have been unable to make eligibility requirements.
However, obviously those that speak English, or have a more confident manner, or are middle class blend in unless they carry a sign.

no, of course not. like illegals are the only people in this country who don't speak english!
when i was a kid, we used to joke that you could tell the illegal immigrants because they drove reeeaaally slow to avoid getting pulled over. man. that was like 25 years ago. no one complained about them back then. that was nice!

Undocumented people have no documentation that they belong here. You have to investigate people to find out. Usually this is done when someone is arrested for a crime and has no I.D.

Down here in San Diego, you *might* be able to tell by their clothing. But for the most part, no and I don't care.
