what do a person do if gang members come up to you and you know you cant call the cops because that would make the problem worses ,and you are not in a gang and you live with your kids plus you just move to that apartment and you have housing ,section voucher

What did they say to you? Did they threaten you?
If anything, tell them you don't want trouble and that you're there to raise your children. Or, call the housing department that you received the voucher from and ask if they have any other locations (they're usually all over cities now) and that you need out for fear of you and your children.

Why would calling the police make it worse? If you aren't going to call the police, get a gun. I live in a high crime neighborhood and carry a cell phone and a gun. If the police take too long to get there. I introduce them to my nine.

You need to do what it takes to save money and get your children out of there. You ned to call the cops. Your children need to be your number one priority.
