It's how mature the female is...some females are women at the age of 18, while some aren't truly women at the age of 30! It all depends on the emotional and mental state of the gal.

A girl is irresponsible and still has the mind of a teenager or child and still has to be taken care of and not mature
A woman has responsibilities and can take care of herself and is mature
Or if you look at it legally where i'm from you are a woman at 18 and no longer a child
