No its not currently out as a fully functioning product. But is available as a beta. This is a programme which is in the testing stages and can cause some considerable damage to your pc in some circumstances as it can have bugs in it. I dont no that there is a releasedate yet for the final version just keep your eyes and ears open

Only Windows Vista Beta, for this you have to join as a Beta Tester. Vista is still not supported by a lot of drivers from third parties so I would be very careful about installing it. I have it on on a raided system and gave up because so many of programs ect just will not work under the Vista Enviroment. But I can tell you its looks great and I think it going to be a big improvement on XP. :O)

Windows VISTA oficial build is not yet out.
Though, there are numerous beta versions for testing. Mostly everyone cand get one.
But VISTA will not be out till next spring at the way it's development is going. A lot of websites estimate that too.

windows vista comes out in jan 2007 , you can get the beta version now but that will make your computer go a bit funny , if you have the right anti virus you could be able to use it , you can download it on torrent spy

Check http://www.microsoft.com/windowsvista/ and http://blogs.technet.com/windowsvista/ for the latest (official) news. All versions are slated to have been released by Jan 2007 but I expect that to slip...
