simple really. You can do this by 'dieting' but the most effective way is to change your lifestlye to fit this equation in a more general way.
Walk to work, use the stairs, don't stand on elivators (why do people do that... talk about slovenly) and don't eat too many pies!
There are forms of exercise like stomach crunches that will build the abdominal musscles quicker, but any form will help. Personally, I like biking - it gets you outside, moves you around quickly and gets you fit.

the only way is to lose weight overall. Do not be fooled by diets that cut out carbs or fat. The only thing matters is that calories in is less than calories you expend. Lose weight and you will lose weight around your waist. However, try to eat a well balanced diet still and do not go too extreme.

Don't sit around. Get out and be active and burn calories.
Not being active is the biggest problem with most people. Find something you like. Ride a bike most places, take the stairs most times, cut down on the junk food. Many things you do everyday you can turn into exersize. Walk instead of drive the few blocks. Whatever.
