Yes, I've heard and agree with this statement. The quiet people are the most unassuming people. They want to blend in and not be noticed. Why? Because sometimes (NOT ALL THE TIME) they're really doing something or going through something that would make your head spin. Think about the truely horrible people in the world. Everyone says, "Really, my neighbor was the psyco killer everyone has been looking for for months?? I would have never guessed it. (S)He seemed so normal!" Or, "I never knew my child would do such a thing. (S)He was always so quiet and shy around other people."
The loud obnoxious people are in reality the ones you really don't have to worry about. They never turn into ax murderers, go on shooting sprees, or are pedophiles. They let off steam by ranting and raving, but rarely do anything to hurt people.

I've heard it... It could mean that the evil known is far better than the evil unknown. "A barking dog, won't bite".
“Fear of the unknown often keeps people from getting involved but it's easy to rationalize a little discomfort when you consider what you're accomplishing.”
“My only fear is the unknown.”
“I have heard of a dog that barked at every stranger who approached his master's premises with clothes on, but was easily quieted by a naked thief”
“Barking dogs occasionally bite, but laughing men hardly ever shoot”
They also say that it's the shy ones that you got to be concerned about.

Yes I have heard this statement. It means that quiet people can just be as bad as noisy people. We expect noisy people to create problems etc etc but really its the quiet ones that you should take more notice of.

Oh yes, this is an od saying and it means: you don't know what the person is thinking, they could do anything. People are always nervous of quiet people because you never know what they can do. The other one is a "dark horse" - means the same. You never know the real person.

I've always thought it was in reference to those interviews you see with neighbours of mass murderers. When these innocents are asked about the person they have lived next door to for the last 20 years when they have been doing god knows what they always seem to say "well, he was always very quiet; just kept himself to himself"
Then again, at my school it was said in reference to realising that the quietest girl in the class was actually the one with the best sex life!!

its basically the same thing like fighting the people who talk the most trash are the ones that half the time can't fight while the quiet one just watching is the one that would probably take your head off before saying a word

It just means that with noisy outgoing people, you EXPECT them to be naughty or getting up to things, its just meaning that the quet ones can be as bad or worse!!

Basically it means people don't always trust people they can not suss out.
So if they arent loud and shouting about what they do and how they do it, it is hard for people to know what they are thinking, and how they are going to react.
