To camouflague their helmets- They are called a Mitznefet and their floppy shape helps keep the helpmet from looking like a helmet in silhouette to enemies.

To protect the helmets from the heat of the sun preventing their heads from a hot metal and it also serves as a camouflage when in the desert.
