Dogs like Barneyboy usually get a bit like that after a few too many Bacardi Breezers in the Revolution on a Saturday night. A scouse tradition I am led to believe.

The reason for dogs to drag their bottoms along the ground is to relieve the uncomfortable feeling of blocked or full anal glands. Due to selective breeding, some breeds of dogs find it hard to expel the fluid in their anal glands, and so drag themselves. The anal glands are small grape sized glands placed below the anus either side, about positions 4 and 8 (Imagine a clock on the dogs behind and the anus is the centre. It is easy to feel them, but BE CAREFUL! Some dog's will not like you prodding their rear ends!)

What is supposed to happen is, when the dog defaecates (does a poo) the faeces (poo) is coated with fluid from the anal sacks to enable the solid matter to pass more freely. As the muscles in the rectum and anus contract, the fluid is expelled. If the glands become blocked due to inadequate care or diet, this can cause discomfort. The same can happen in humans, but this is not as common.

The best thing to do with dogs to clear their anal glands, is to go into an area that can be easily cleaned e.g. bathroom and use tissues and a pair of examining gloves (Makes it easier to know what you are doing!) With the glands, press in and push up, holding a tissue in-front of the anus to catch anything. This should expel the blockage and some fluid. The fluid can be quite smelly, so be careful! If symptoms persist, seek veterinary advice.

If your dog is dragging his butt on the ground it could be your dog has worms.. Which is quite simple to cure. Go to the storm and get the dog some wormer meication, but make sure you know about how many pounds the dog is. As you don't want to give the dog too much wormer medication.
My dog I just worm him once a month.
House dogs I have found can also drag there butts as my vets has instructed me. Can be that there bowels aren't all coming out. So in the case you would have to have some rubber gloves on. Then gently squeeze the area around the anus to get the part of the bowels out of the skin by the opening where the bowel movement can be getting stuck in there.
I have a cocker spaniel and we have had to do that to him a few times, he surely doesnt like it at all.

It's not always worms, it's usually anal glands. usually a dogs anal glands are expressed when they take a poop but sometimes if they are blocked for some reason then the dog will scoot across the floor the help express them. take the dog to the vet and the vet will express them for you. and provide any medicine if need be if there is heavy blockage.

They have glands in the anus that fill up. It is for them to mark territory
If they don't eat the right food they become swollen and the dog empties them by dragging their bum along the ground

It could be worms or they need their anal gland expressed.

You should be giving your dog dewormer and a heartworm preventative once a month.

If you don't know how to express the dogs anal gland, take it to a groomer for a bath. The groomer expresses it as part of the service.

Diarrhea can contribute to hemorrhoid formation because the bowel undergoes pressure strains due to the condition.
