for Chinese, I recommend going to a dictionary such as the ones at http://www.mandarintools.com
http://www.zhongwen.com
http://www.yellowbridge.com
Dictionaries are ALWAYS better then using free online translators, as these will often give you a different meaning for the word then the one you actually want.
for Japaneses, I have no idea, because I don't speak it, therefor have no need to go look up Japanese dictionaries.
The other option is to find someone who speaks Chinese or Japanese, and then ask them. Just remember that often the words and phrases that we use in English do not have a good translation into other languages.

you might have CHARACTERS translated but if you want to know the exact meaning you need to go to a specifically Chinese OR Japanese site.
Chinese and Japanese are as different from each other as Arabic is to English.

It really depends on what you want to do. if you are looking for a translation site, the people above gave some good recommendations. However, if you are looking for an on-line dictionary I suggest you try alc for Japanese or Mandarin tools for Chinese.

You can buy computer programs that do that. I use to have one when I got my first computer. It was just like a book to the world. Showed me everything about every part of the world and every language there is. I forgot what it is called but I'm sure if you go to place that has nice computer programs you should find what you are looking for.

You're going to need kanji/kana language packs installed on your PC in order to use a translation site.
Unless you're being a wimp and just want phoenetic translation.
Easiest thing to do is buy a dictionary.

Even if there is a site, would'nt you need special software for the characters. Your better off buying a transater/language pack.

The Google Translator does, but you'll need to download a language pack before it converts them to characters.
