Holy Water is a sacramental.
Sacramentals are sacred signs that help us live holy lives. Although they do not produce sanctifying grace
Sacramentals include blessings of persons, meals, objects (including water), and places.
The priest blesses the congregation during Mass.
Christians bless their meals. "Bless us O Lord and these thy gifts, ..."
Priests bless water, animals, ships, homes, and even automobiles. "God bless this home and all those who enter here."
With love in Christ.

Holy water is actually oil which has normally been blessed, but with prayers, love, and good heart you will find your way. The church also uses blessed water.
In Exodus 30:22 you will find a receipt. It tells you to use a Holy Place measure. You will make the holy water in another area than your normal cooking area (no meat touches that area , and you say a blessing for the area each time you go to make the oil. The utricles you use to make your holy water should be bought, washed, rinsed in boiled water and store the utricles together wrapped in linen cloth when stored. You never use them for anything else.
12 pounds liquid myrrh, half the amount 6 pounds sweet-smelling cinnamon, 6 pounds sweet smelling came, 12 pounds cassia, and put with 4 quarts of olive oil to make like a perfumed holy olive oil.
Of course if you are making a smaller amount you would cut your ingredients accordingly.
6 pounds liquid myrrh, half the amount 3 pounds sweet-smelling cinnamon, 3 pounds sweet smelling came, 6 pounds cassia, and put with 2 quarts of olive oil to make like a perfumed holy olive oil
3 pounds liquid myrrh, half the amount 1 1/2 pounds sweet-smelling cinnamon, 1 1/2 pounds sweet smelling came, 3 pounds cassia, and put with 1 quarts of olive oil to make like a perfumed holy olive oil.
I have put the Lourdes web site as a source for you also. If you are familiar with it, it is the famous Lourde Springs that Saint Bernadette and two other children saw the angel, no one believed them. The Angel told the children to gather people at the site she would come again, but other than the children no one else saw her. Everyone started getting upset and the Angel told Bernadette to dig (with her hands) in the side of the mountain. Water starting pouring out. People gather from around the world waiting for appointments to enter the healing baths. There were three messages the Angel told Saint Bernadette’s to give to the people. The last message was read (I think 2002) by the pope and he was to release it to the world, but the pope did not release it.
You might run across ingredients that tell you to put animal urine (rabbits) or your urine in it. Don't do it. It is believed by some that you use the urine instead of olive oil, and you ask god to bless you before you start, hence it gives you holy liquid and believed to give a stronger mixture for warning off evil spirits.

"Fill a glass or a small glass bowl with water. Hold your hands over it and say:
'I exorcise thee, O creature of water, of all negativity both seen and unseen, and bless thee in the name of Spirit!'
Imagine a blue-white light filling the water. Take your time. Hold your hands over a small amount of salt and repeat the same words, substituting the word 'salt' for the word 'water.' Envision the same blue-white light covering the salt. Add three pinches of salt to the water, and stir three times. Hold the bowl up at eye level with both hands and say:
'I cleanse and consecrate this water in the nature of Spirit. May this liquid enhance and purify all that it touches. So mote it be!"
Holy water is not an oil and you DON'T need a priest to make it for you. Holy water is water that is made pure by using this technique. You don't need to go to churches to get it, or make it, although that's what people believe and they have that right to, but this is what I use when I bless many things and people who need to be blessed. This technique is very simple and easy to perform and has been used for thousands of years, even before the upcoming of Christianity.

Too many 'smarties' around! You only have to have a priest (not just the Pope) bless the water. That's how holy water near the exits of churches are prepared to dunk a finger into so that you can cross yourself as you exit. BUT you can't just ask the priest, (I guess you could try, but I think they do it in private), they bless it once for all of it, or many things.. until the next time they have to bless something... it's like mowing the lawn once a week.

A priest says a special blessing to make water holy. It is avaivlable in catholic churches should you wish to fill a small bottle. It is also avaliable just inside the doors should you wish to bless yourself at the time of entering or leaving the church.

I believe, from my old parochial school training, that, yes, usually a priest blesses it. However, a person of pure heart can bless the water by saying "I bless this water in the name of the father, the son and the holy spirit." By pure heart I mean someone who has recently gone to confession and cleaned their spiritual slate. In parochial school, I was told you had to be Catholic.
