A glue gun!
If you are near the beach sand and shells, even little sticks and wood. Beach galss would be cool. You could also paint it and then sponge of some of the paint to 'antique it'.
Take out the glass, wrap in denim (cut pieces from an old pair of jeans) and staple to the back. Work the glass back in! Other fabrics would work also. (You might have to carve the frame down a bit or have the glass cut a bit at your local hardware store)....

Try arranging what you have into a cute pattern that can be repeated around the frame, ie- red bead, blue bead, strip of matching folded fabric,strip of white ribbon, row of glitter, repeat. It might be tedious, but it will look cute. Try and use colors/patterns that match whoever you're making it for. If you can get letter beads, which are cheap, those work well too. Painting or staining it first is a good way to get a background color so that any bits of the frame that show through don't look sloppy. Just take your time with it.

I suggest one 1 side you place the beads, on the other side place the fabric and some sequins on it, on the other side paint it with the favorite colors of this person, and on the other side place some glitters.
The creativity that you did will make this person happier because you are the one who decorated the frame. Every time this person will look at that frame, this person will smile and say, I know who did that. It was my friend who made it just for me.

You have enough to use. But what kind of picture are you putting in this frame? If it is a casual pic, you could put the fabric along the frame and hot glue beads around it, and use glitter to put a name or date or phrase on the bottom under where the picture is going. There is endless possibilities. Set out your stuff and sit down with your frame and the ideas will come to you........... Most importantly, have fun

I had the same problem a while back! So picked up fern, and other leaves, rose and bluebell petals dried them then glued them to the frame. I had a piece of ribbon, used that to make bows that i also glued. Then i went over the leaves and petals with a brush and applied a little varnish to keep them into place and as the varnish began to dry, just put a little glitter by the bows.
My friend saw the frame, fell in love with it and i had to make another one for her!!!!
Part from the glu, little varnish and glitter ... Everything else was for free!

paint the frame a light color, add the sequins then beads on the corner edges and lastly sprinkle with glitter you don't need a lot just some pizazz and style sweetie

What you have will be fine.
You could cover it with fabric and attach some sequins or beads to it or you could paint a nice picture on it or pattern.
