What is the correct way to say that someone is arrogant, but they have nothing to be arrogant about?

Something like blindly arrogant. But that doesn't quite fit the bill!

Or as I like to call it:

Pretentious!!!

Try the word "pretentious"...

Pretentious - self-important and affected: acting as though more important, valuable, or special than is warranted, or appearing to have an unrealistically high self-image

Or use the term "self-important"... It is usually used for people who think they are more important than they really are. Like when the guy at work thinks the big boss needs him around because only he can make the coffee the way the big boss likes... etc.

Self-Important - arrogance: an unrealistically high evaluation of your own importance or worth.

Or go with "pompous"... as in "your a pompous jerk". Use this when the annoying guy at work tries to talk down to you.

Pompous - self-important: having an excessive sense of self-importance, usually displayed through exaggerated seriousness or stateliness in speech or manner.

I think presumptuous would cover the part about not having anything to be arrogant about

well where im from...when somebody is arrogant or bein arrogant we say they head is bucked up...so if a dude think he is the **** and he really not...then his head is bucked up

If you feel it is really necessary, why not take out a full page advertisement in a statewide newspaper and spell it out in plain language.
