If he keeps slapping her bottom then he is breaking the law. Since we don't know more than a few details can't really say anything else about that...
When we were kids and we fancied a girl we used to pull their hair and tease them. When we grow up we treat them kindly and let them know we like them by our behaviour and words. Someone hasn't grown up.
If he does fancy her then he needs to let her know. I suspect that he probably thinks he is funny and that by slapping her bottom he is making her feel welcome, either that or he is a pervert and a bully. Tell your friend that this is sexual harrassment and that he probably gets a thrill out of treating her direspectfully. He doesn't fancy her.

does she encourage it because really ,especially in a work setting,it is inappropriate,disrespectful and downright cheeky,,,one problem she may or may not have thought of is the fact that others may know this goes on and any chances of more responsibility,promotion or just being looked upon at being proffesional will come into question,,she allows this to happen and takes it as fun,,she really needs to put a stop to it because if he does one day go to far,at work or out of work she may just find herself out of a job or badmouthed by him later and not one person will give a damn or even believe she didnt lead him on.

It sounds like he just wants her for sex. When a guy likes you he doesn't treat you that way. Tell your friend by her letting him do that to her it only makes her look like a ****. Plus thats sexual harrassment. Tell that man to quit.

Slapping and hitting a girl is a sign of total disrepect and abuse. She should ditch the jerk straight away and use the experience to realise that she is worth much more than abuse.
