You buy a hard disk or get yourself a copy of the operating system Linux and the distribution called Knoppix. Just remember, you can't save anything!

No, there is no easily found version of windows you can use without a hard disk. There is BartPE, but that requires you have a licensed copy of Windows and it doesn't run a "normal" windows environment - it's typically used to fix problems.
You can also use a free linux distribution such as Knoppix, Ubuntu, Suse Live, or any one of HUNDREDS of different versions as listed here:

many of these "live" CDs contain full operating systems including a web browser, Office programs, games, utilties, and other features. Try one - you'll like it.

Hey man w/o harddisk u can boot via window cd but 4 a while, coz to use window u need to intal it n when u instal window that require space to instal and w/o HD it si not possible therefor go n buy haradisk buy SATA coz it is good one

Not sure why HDD is not in your computer.
Maybe purposely do without? For security?
You may want to try baby Linux.
The following link may be of some help to you,
save into USB drive (at least 128M) or burn into CD, and boot from CD.

You would better buy the hard disk.
I don't know anything about such kind of CDs.
Even if you have a server with operation system to load from it's not the solution because you are really short of resources.
