Taxes? Definitely NOT! Government-run programs are often the worst, most wasteful way to do anything. Tax breaks for vets are a good idea, but many already do low-cost spay & neuter through programs like PAWS.

People should be free to donate their own money to the places that do the most good, like the ASPCA or their local shelters (not PETA!!)
Education about pets should be mandatory in elementary schools. Why don't you volunteer to teach a seminar for local kids about how to properly care for and train a dog, and explain why they shouldn't be bred. That is the place to STOP the problems - not by having more no-kill shelters, which often become like zoos for unwanted dogs.

Yes and Yes.
I wouldn't mind seeing it as a scale in that if you clear a certain amount it is one number while if you clear another amount it is another number. So if you can afford it and you want to give more than 2 dollars you can. The same can be true for many other charity's...I would rather have my money go to them than to the government.
Charities run themselves on a very lean latter, unlike the government, what if the government had to compete with the charities for their monies also?

no doubt about it . well worth the 2 bucks and a better use of funds than a city using tax dollars to conduct a study on the feasibility of moving an old transfer house back to the original location it was taken from to begin with.

I like your ideal, I would pay to extra dollare a year. They need to lower the cost of spaying and neutring. I think many more would doit if it wasnt so costly. My mom has a cat she wants to spay but she cant afford it so the cat keeps having kittens. oyr vets need to stop worrying so much about their pocket books and remember why they beacame vets inthe first place!

Kind of seems impractical
Seems like a whole lot of paper work and would take whole lot of arguing in Congress. Nothing against not killing pets, just not the most pressing issue we're dealing with these days

Yes absolutely!
Don't think he's interested in sparing lives or giving tax breaks.
I believe you have a wonderful idea perhaps for another administration.

$2 a yr is quite little, so there shouldnt a problem to most. Anyway, I find that it is more important to educate people regarding neutering their pets and being responsible adults. I mean prevention is better than cure.
