Technically:
A chief executive officer (CEO), or chief executive, is the highest-ranking corporate officer or executive officer of a corporation, or agency. A corporation is any company that has been incorporated, be it PLC, LTD or limited by guarantee.
Although option b, crazy egomaniac overseer, is sometimes fitting and amusing.
By the way, did you actually mean Crazy Egocentric Overseer? That's the version I always hear.
