Or what if I initiate the cuddling, or just reciprocate it... We're talking girls in their 20s here, btw. If I'm not terribly interested in the girl, where should I draw the line? When am I being dishonest or "using" her?

If you're just doing it for pleasure and she really likes you thats wrong...i've done it before and i regret it you can break a lot of hearts that way...you're leading someone on when you flirt with them and make them think you like them when you dont and probably never will...tell her the truth/ if you really dont like her then tell her you just wanna be friends or maybe even not friends at all...

Dude, A simple look can be considered leading a girl on, so that basically puts everything you suggested on the list of "leading a girl on", but you say it's only if you're not terribly interested in a girl when you get like this, i'd say don't worry about it and have fun, when we're young we're supposed to have fun and figure all of this relational crap out for ourselves so we know how to find a mate, i'd just say roll with it and see where it goes, and honestly the only time your truly "using" a girl or leading her on is when all you wanna do is have sex with her and then be done with her, if you're looking for more than that, or giving her more than that, then you're really not leading her on, but everybody treats and looks at "leading someone on" in a different manner, so i'd say good luck and stick with it

Leading a girl on starts on the emotional side to allow you to get further on the physical side. Such as expressing feelings for her that are not true or telling her that she is pretty when you don't necessarily think so to get her in the frame of mind that she can go further with you because you are serious about her. Key is always, always, always, and if I didn't mention it ALWAYS be up front and honest so the other person can make clear decisions on what they want to do or not do. If you are honest then it is not leading her on. Then its her making her own decision to reciprocate your actions.

i think cuddling might be crossing the line if you dont really like the girl. holding hands is alittle iffy though. i mean, when your a kid, even if you dont like a girl, but you wanna be cool you'll "go out" with a girl and hold her hand at school, but now thats your in your 20's, thats more of a boyfriend/girlfriend type thing,

Any affection that you share only in private is leading her on.

Affection in public is leading her on if you only do it with her.
