India of course....They have unilateraly announced the NO FIRST USE POLICY...so that means unless some one nukes them they are not going to use them....I think thats a responsible policy...
But pakistan has not introduced any policy like that. And they can use the nukes as deterent against any attack on terrorist camps on their territory.
AND no....pakistan didn't build nuclear weapons...just because india did...they had the weapons program running since 1978...and the US knew about it...thats why they put sanctions on Pakistan...and stopped the transfer of F16's in the early 90's. Also ...they know that these nukes that india created are not for Pakistan...Its a deterent against China...just in case....India...doesn't need a nuke to destroy Pakistan....Just half of its army is enough to Run over Pakistan.

As a Canadian and not American, I think the day Pakistan has a revolution the world will be in danger. You must know that there are multiple extremist groups full of hate that are waiting for this revolution. These crazy uneducated mullahs already twice attempted to murder the current US-ally president. That country is loaded with hatefull muslims. If you do not beleive me go there yourself. If you are out of funds, research on the genocide committed by PAkistan on Bangladesh. A massacre that left 2-3 million innocent people dead and 250 000 women wanting to commit suicide.

India. They seem a tad more responsible, and less likely to have a government overthrown anytime soon. Pakistan has too many unknowns there. Personally, I wouldn't mind a bit if India launched a few nukes over their way.

So far, they both have remained responsible.... for their own good.... if they use the nukes, they will have NOTHING left that they need to feel responsible towards, except glass and cinders. They realize that they will be dead and dead people can't carry out their responsibilities. No more India, no more Pakistan. No more responsibility.

India is obviously more stable than Pakistan, however Pakistan might have never gone nuclear if India didn't go out and develop a bomb first.

i am a indian that is not the reason i vouch for india. it is proved that the emergency funds for the pakistan earthquake donated mostly by us citizen are used to fund the attempted blasts of uk airlines flying to us stabbing the trust of charity organisations. it is also well known that isi plays a important role in al queda. still us does ignore this fact and may repent in future.
