You can make gif images using softwares like Coffee cup gif maker, Active Gif maker etc.
A freeware tool is Unfreez . very easy to use and is small in size.
GO to http://www.whitsoftdev.com/unfreez/ to download it.
After downloading , just choose the images which you want to repeat after one another and click on ANIMATE GIF to get your own Gif image . A very easy task !

you should be able to make one with microsoft paint. for my windows 98, I used this little trick: for some reason, I couldn't save in a certain format, so I opened a picture I got off the internet of that format, edited it, and saved it again. then I was able to save in that format for some reason, I think.
another option: download 'the gimp'. i'm pretty sure you can save with gif format.

Gif or giff image is not a software, its an extension file, like jpg or bmp. You just have to make your file, i.e., mypic.jpg into mypic.gif or mypic.giff
