Good question. To it I can only say in the long run you will have to ask God this question and listen to his answer. You accept his answer over mine of course for I can be wrong but He is never wrong.
I did that and all I was able to come up with as I did listen was the fact that My God does always take care of all situations that may come up prior to their manifestation. This means that My God did create the angels prior to the "creation" of humankind because Angels wound not only be used as messengers, but they would be witnesses to the wisdom and limitless glory of God in this creation process. Is it not written that the angels are looking on? Did not an angel tell Abraham "now I know" indicating that he had learned something he did not know prior?
Now you did not ask your question using the word "formed" in respect to humankind. Had you asked why did God create angels before He formed man [humankind], it would have been much harder to answer.
Is this because you do not see the difference between formed, make, and create? I would suggest you do a deeper study on Genesis chapter 1 through 3 sand do seek out the difference in these words and when they are used.
Do have a good day, smile, and do some study on the formed issue my friend. Maybe you will find the "missing link" as I did.

He created them for the same reason that he created man. He created them to worship him, then they failed him and one third of them were cast out of heaven into outer darkness because of their failure. They attempted to exalt them self above God and thus over throw heaven.
Then man was created for the same purpose and Adam as a man failed God and brought death upon man because of his sin.
Then he sent Jesus to justify fallen man and to vindicate the throne. By living a perfect life and dying on the cross Jesus did exactly that.
You must understand that sin is corruption. Death can hold corruption, however death cannot keep a grip on perfection because there is on corruption found in perfection. That's how Jesus was able to defeat death and the hell and return to earth on the third day, because he was a perfect man.
He was able to accomplish this because not only was he a man, he was indeed God!
In essence if the angels had not failed God then there may have never been a need for God to creat man...

God created angles to have fellowship with. i.e.company. He created man much later however it was decided way back in the halls of eternity that Jesus would be the one to come and shed his blood as an atonment for the sin of manking. The Bible says that Christ stood as a lamb slain before the foundation of the earth.

God also created dogs and cats b4 man. He realised all these creatures are not perfect (do not have a mind) and so He created Man.
With his Brain, Man can turned to evil and gave God a big headache. This is God's biggest mistake.

God created the souls of all that was and will be from his own body. The souls that did not do more that pass through the physical universe that God created and returned to him. remained pure souls and were given the name Angels.

angels were created from the LIGHT(NUR) OF GOD. they are there to fulfil his command and they will always obey him.
say why does a particular govt needs members when they can have votes from civilians.? similarly, God needs angels to deliver His message to his prophets- pbut.

I agree with the first answer... everything he created before man comes short of the stature that man was given... nobody else was created in God's image, but man... Anyway that's the reason man is called the crown of creation. De creme de la creme! Don't you just love it?

I believe He did but the bible is not completely clear on this. We do know that the fall of man was caused by the fallen angels, after Satan had been cast out of heaven. Earth became Satans domain and perhaps he didn't want to share it with this human man.
