Human life is a queer mixture of chances and choices. You know, it is the law of uncertainty that invariably acts as a strong determinant factor in deciding the consequence of our efforts. The determinant factors are broadly of two types: Variable factors and Constant factors. All the constant factors may not be known to us, but given all are known, we can plan our actions according to the known behaviour of these known factors and plan our actions. But because of the variable factors whose behaviour varies with flux of time, there is a direct bearing on the progress of our intended activities whose direct result is uncertainty.
Summing up, we may conclude that the interplay of the variable factors constitute the 'Chances' in our life. Chances are also understood to be opportunities which come without specific effort, again due to interplay of unknown variable factors. Choice presupposes constant factors like (1) ability of the chooser like his known qualities, skill, resources etc. that helps to achieve the target (2) an area of options and alternatives . Hence, in life nothing is purely a chance or a choice.
Whether life itself is out of choice or chance, so far as evolution and creation are concerned. Well, the creation is also an evolution of the cosmic energy. Life is a part of the creation which itself is evolving.
You have to ask the next question as to whether human life is as per choice or chance? It will require a different analysis and will thus, have a different answer. Thanks.

There is no god. There is no higher power. Life on this planet, and on any other medium that supports life, is purely the result of an unbroken chain of completely random events.

Its by choice. God created it. Imagine exploding a bomb and expect it to become a magical palace... thats impossible. There is definitely an intervention from God to have created our world.

Evolution... it's been proven ..Still waiting on data from God !!!! he's like a bad office intern and loses the data all the time and just makes stuff up as he goes along ....

I would say by CHOICE but the way it is turning out it seems like a possible ACCIDENT.
