I have this same problem, but I still wear shorts and skirts and get plenty of compliments. But I would still like to lose some of the bulk. When you find a good answer, let me know.

Spot reduction is very difficult. Traditionally, a combination of exercise and controlled diet will reduce areas of fat accumulation.
This particular case would be worth you time and effort to visit a local gym that has a personal trainer. ASk for their expert advice on how to start this plan and they will give you the "right" advice for your goal.
If you spend one hour with them, it will be worth your while. It is rare that you would find a Personal Trainer in here working for free. I work out daily, but am not certified to give you this advice.

darling that might just be how your body reacts to your lifestyle! Don't react negatively to it. You're talking about losing muscle mass, well that's not very smart. If you want to lose weight that'll look weight all over, knees, legs.. everywhere. When you lose weight or mass you can't just target one area then watch it disappear. Its a group effort with all parts of your body working to lose weight all over.
Hope that helps in some way. Maybe give up the sports?

Why would you want to do that? Accept your body for what it is. Thousands of people who can't walk or have legs would kill to yours. Love your body. Use shorts, skirts whatever makes you happy. Stop worrying about what other people think of your legs.
