i think it will go first under a process by which they will determine if the CYPRUS has the will or the enough power/sources to become an independent, so if they find out that Cyprus is lacking with the requirements then it has no right to become an independent and in the other way if they found out that Cyprus is sufficient in the requirement to become an independent then let them become independent..
i think that population is not a major requirement but is needed, population is just affecting the will of an state because in this matter you can see what the power of an state does.. and i think if the cyprus comprises only 40 percent of the population then i cant see any problem that they can face in being independent..
