Depends what time of the year your going to be here. I'm guessing you'll be here during early fall/late summer, and I saw somebody suggest the Brooklyn Bridge, and I agree! Just make sure you and your special lady friend aren't afraid of lights. If its more winter, I would go to Rockefeller center, its absolutely gorgeous during that time of year. So is Park Ave because of the lights. Ice skating there can also be romantic and cheap. Or you can just go to a nice resturant. Or a picnic in Central Park.

I'm not sure if the tram is still running, but take the tram to Roosevelt Island with a bottle of wine, some cups, (make sure you bring your corkscrew or have it open already). You can sit right by the river on the other side and look over at Manhattan and it's really very nice. Go in the evening and look at all of the lights. Then when you come back you can share a huge dessert at Serendipity on either 59th or 60th street between 3rd and 2nd Ave. It's right near the tram.
Also, you can take a ferry ride. The state island ferry is for free and you can see the sunset from there if you like... or just see the sunset from battery park or anywhere along the Hudson.
Walking through central park, or getting a rowboat on the pond it romantic. Getting a horse & buggie might be romantic too... Oh! and a picnic in central park. The Conservatory Gardens in central park, or the Brooklyn Botanical Gardens.
Ice Skating if you're here in the winter is romantic. Walking down 5th Avenue to see the Christmas tree and eating chestnuts and drinking hot cocoa. Looking in the store windows.

Walk over the Brooklyn Bridge. That's where my grandfather proposed to my grandmother.
Take the Staten Island Ferry at night and stand in the bow. The view of the Statue of Liberty and the harbor is something to see.
For the kid at heart, try the Central Park Carousel. This one isn't free, but at $1.25 a ride it's worth it.

Walk around in the Village. There are many interesting little stores and some great little delis where you could share a special sandwich. Have hot pretzels and mustard from a street vendor -- share the pretzel bite by bite.

On friday and saturday nights they project movies onto the side of a building at Columbus Circle, it's pretty cool. Also at Union Square park you have musicians hang out and just jam.....watch out for the drug dealers

assuming the weather is nice and its not 4 and blowing snow. these are the most romantic free places imho especially in the eve or early nite
1. staten island ferry
2. bryant park at 6th av and 42nd
3. madison sq park at bway and 23rd
4. central park conservatory at 103rd and 5th av
5. boardwalk at brighton beach.

Go to the zoo in Central Park. It's small, and almost quaint, but it's fun. Spend some time in the penguin house... it's kinda dark, and quiet...
