R & D in engineering has to be for the following:
1. Material which is used,. can be use alternate and cheaper material
2. Whether performance can be improved with updated technology material
3. Conservation of material, use of older materials.
4. Cutting diagrams for minimising wastage of raw materials
5. Saving of manpower
6. Minimising their hardship using ergonomics
7. Material handling methods to be improved
8. Improved methods to do a work faster
9. Improved techniques in production
10. Effiency in production improved, i.e., productivity by all the above resources of man, machine, method.

Research is the theoretical arm that seeks to break new grounds to advance technology further, better, more powerful, high capacity, lower power consumption, longer battery life, new media in storage, etc, etc, often resulting in quantum leap in progress.
Development is that process to take the new technology and to convert that into useful products for the consumer.
Some companies only do Development, no research at all.
Some companies do what I called small r and big D, r & D, just a little research and lots of Development.
At the other end, some research institutes only do big R, Research only, their solution may not have any immediate practical value or are too costly to implement for the mass market.

I'm assuming there was more to that question than what we're seeing. You need research and development to create the new technologies that will keep a nation's economy strong. Without R&D, everyone else passes you by technologically.
